Abstract

Our workshop series confronted the task of shaping these general propositions into a framework for doing evaluation. Time and again, the workshops had to vanquish misconceptions like the following about the mystique of evaluation: "Evaluation requires a complex research approach that is beyond our capabilities," "You need qualified specialists to produce acceptable evaluations." "Evaluation is some-thing AID does for us anyway." These laments came up frequently. Our most important accomplishment in the workshops was recognition that PVO PRACTITIONERS CAN DO QUALITY EVALUATION!

Description

This chapter challenges misconceptions around evaluation in development, emphasizing that PVO practitioners can conduct meaningful evaluations themselves using participatory, systematic, and simple methodologies. It highlights the shift from rigid, quantitative-only methods to more flexible, qualitative approaches grounded in organizational values. Evaluation is redefined as an ongoing part of program planning, not a post-hoc process. Ultimately, evaluation must support learning, decision-making, and empowerment at all levels—community, staff, and donors.
